The DS3800HMPF1E1F is part of General Electric's Mark IV Speedtronic system. The Mark IV was one of the late products in the Speedtronic turbine control system released by General Electric and the first to offer a triple modular redundant distributed control system. This control architecture relies on three identical controller boards, of which the DS3800HMPF1E1F is one version, that vote on all data before using it for control or display purposes.

The DS3800HMPF1E1F was one of the first Mark IV controllers available. It was built on the Intel 8086 microprocessor chip. The chip was a significant improvement over earlier microprocessors and had floating-point performance. The chip's clock frequency ranges from 5 MHz to 10 MHz (depending on production time). The chip also offers 16 - or 8-bit cycles of data transmission.

The DS3800HMPF1E1F accepts an optional auxiliary board. It communicates with the motherboard using a ribbon cable inserted into a vertical pin connector located in the center of the board.
